shelter - это приют для бездомных, а здесь у собаки есть хозяин, только ему не с кем питомца на время оставить, вот он туда и сдает его на неделю-две.

wintergirl, I think "kennel" may sound quite ambiguous, since this word also means a dog house(a lil' wooden one that sits outside your country house)or a breeding and/or training facility, like in "Police kennel(s)".

I would like to agree with you but I can't. Kennel is the place where people leave their beloved pets when they go out of town (days, weeks). Pet hotel or pet spa (I came across such term as well) are used more and widely as an advertisement to attract "crazy pet lovers" to take care of their pets in a luxury ways. But at the end of the day - it is my humble opinion.
