Несмотря на то, что высокие цены на нефть и низкая покупательная способность рубля являются важными стимуляторами экономического возрождения

3. увеличился в среднем на 12% - increase on the average per 12 %???
За последние четыре года средняя прибыль от инвестиций от реального основного капитала превысила 10%, а реальный личный доход увеличился в среднем на 12%.

экономическе возрождение - калька с английского

увеличился в среднем на 12% - increased by an average 12 percent

"despite on going" or "despite on high" ---same staff. try stick "on" & "high" together and u'll get like "on going high"---means price is going up.
it's a kind of "on highing"
