я тут покопалась... вы бы почитали исходный доклад Карлуччи, может, стало бы более понятно:

Сразу признаюсь, читать весь доклад внимательно меня не хватило, просмотрела для понимания общего смысла.
Вот ключевой абзац:
The CFR/CSIS task force's solution for stopping State's downward spiral is its "resources-for-reform" action plan. The action plan recognizes that while resources will be necessary for reform, reform will be necessary to obtain those resources from Congress. The task force is confident that if Congress is convinced that fundamental reform is under way, it will provide the resources required to modernize and revitalize the foreign policy apparatus. However, Congress should not delay in providing these resources where there is a demonstrated need.

Из вводной части доклада становится ясно, какие именно resources имеет в виду Карлуччи:

State's human resource policies ... crisis in morale ...The department's communications and information management infrastructure ...facilities at home and overseas... Ambassadors lack authority ... Policy-making and budget management ... professional culture

плюс, конечно, под resources подразумевается финансирование, потому что для обеспечения всего вышеупомянутого, само соой, потребуются определенные вливания :)

и напоследок:

The core components of the resources-for-reform action plan are: the establishment of a strong presidential mandate for reform, a clear division of responsibilities and authorities among the principal national security departments, and concrete steps that can be initiated immediately to renew the Department of State.

в общем, я бы перевела как "необходимые условия для проведения всесторонней реформы", а в сочетании с proposal - "план обеспечения необходимых условий для всестороннего реформирования (системы)"
