Subject: two words
Hello,

I've got two small questions that I'd appreciate some help with. I'm just not 100% about two words:

In the phrase:

в штате которого пострадавший состоит

does состоит mean just where the injured person "is" or where he lives? i.e. in whose state the injured person resides.

Also, is связь "communications" or "telecommunications"? The context is a series of items: почтовых перевозов, связи и тарифов.

to be on payroll = состоять в штате (организиации, фирмы, предприятия)
отсюда: штатный персонал, штатный работник

штат - state - персонал
связь - comms - anything else

почему мы жестко требуем контекста от очевидных компатриотов и начинаем фантазировать иначе?

почтовые перевозы (с их связью и тарифами) могут быть просто - почта или something else. почту к телекомам пока не причисляли

Thanks for your help everyone, especially for helping with штат. I think I got confused because in the phrases immediately before, the laws of the country are mentioned and I thought штат was referring back to this, but it makes more sense as "staff". As for связь, the context isn't clear, as Wass pointed out, but this is just how it is in the original document, which is why I wasn't sure about it. It's an agreement on rail transport between two countries and it doesn't mention anything else about связь apart from this one instance in passing, so it's hard to know what the writers really had in mind. Sorry Wass, I can't be more specific, sometimes we just have to work with what we get!
