Контекст:
When the contingency is resolved and the consideration is issued or becomes issuable, any excess of the fair value of the contingent consideration issued or issuable over the amount that

Как я поняла, consideration - компенсация, но что значит issued or becomes issuable- выплаченная или та, которая может быть выплачена?
