Помогите, пожалуйста, перевести еще одно предложение из договора: жилое помещение, не обремененное задолженностями по квартплате, коммуеальным платежам, оплате электроэнергии, абонентской плате за телефон и междугородние телефоные переговоры.

Мой вариант: clear of arrears of rent, utility bills, energy bills, subscription fee for the telephone and international telephone conversations

normally i don't want to tell you that you are wrong (becasue you don't usually make these kinds of mistakes)
but, "shall not be subject to" has no place here. the meaning is that the premesis is free of it now. and normally, in my experience, people don't use dwelling in these kinds of contracts. if i am wrong, correct me... but normally i see "premesis"

if it is one apartment it is a whole and therefore singular

if more than one apartment, plural

premises [plural] the buildings and land that a shop, restaurant, company etc uses:
