1. is likely to - на 100% точнее передает оригинал.
2. divulgation - на практике никогда не встречал (имею в виду существительное, глагол - сколько угодно. Но это, конечно, не доказательство), в Гугле присутствует в основном во французских текстах (тоже не доказательство, но аргумент). Мне кажется, что dissemination - более "обычное" выражение для данного контекста.

dissemination - сознательный процесс, в принципе положительный, распространение полезных сведений, знаний и т.п. Вам нужно разглашение, то есть нарушение, неприятность. Хотел поставить disclosure, но оно тоже связано с публикацией данных о компании, например. А тут именно разглашение, даже невольное, когда сведения стали известны, но это нежелательно. Есть еще какое-то слово, потом вспомню.
А французская сущность, уловленная Вами -- это мне комплимент.
