Four-flusher is unquestionably from poker. A flush is a hand consisting of five cards of the same suit; a four-flush is a hand with only four cards of the same suit--that is, a nearly worthless hand. The concept of "cheating" doesn't seem to be part of the development of the term. Rather, "worthless" and "ungenuine," straightforward applications of what an actual four-flush is, are the ideas represented. As a noun, four-flush means 'an incompetent or worthless person; something false or insincere'; and as a verb it means 'to bluff, especially by pretending knowledge'. A four-flusher, then, is 'a pretentious person; fraud; bluffer'. The technical poker sense of "four-flush" is first found in the late 1880s.
