Вопросителю стоило указать, что текст - это ЗАГОЛОВОК пресс-релиза ООН от 07.02.2005. Привести контекст (т.е.описать в двух словах о чем речь в документе) в частности - что подразумевается под выражением "better borders". Или хоть ссылкой одарить, если уж не на сам Доклад (вывешенный на всеобщее обозрение на сайте ООН), то хотя бы на пресловутый пресс-релиз.

Tokyo, 7 December, 2005 – Central Asians say new borders have a “negative” or “very negative” impact on trade, transit and transport according to one regional survey highlighted in the 2005 UNDP Human Development Report on the region, “Bringing Down Barriers: Regional Cooperation for Human Development and Human Security.”

The five republics of Central Asia—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan—need to “breach their geographic isolation,” halt the increasing economic and human drift apart, and work together to create mutual “Borders with a Human Face,” says the Report. Regional cooperation aimed at better border management could significantly improve lives by enhancing trade, investment and human contact while also combating threats to security, such as crime, drugs and terrorism.

“Following independence from the Soviet Union in 1991, the countries’ borders have become increasingly subject to formal customs and trade barriers,” said Kalman Mizsei, UNDP Director for Europe and the Commonwealth of Independent States. “Some borders were closed, transport prices went up and air traffic collapsed. Meanwhile, a lack of regional cooperation on border security has increased cross-border criminal activity, including international illicit drug trade,” he said.

“Clearly, regional and international cooperation and support are needed for these new borders work better,” said Report’s main author, Johannes Linn of the Brookings Institution. “By creating ‘borders with a human face,” the five countries and the international community will improve trade and security—two critical pillars of human development.”

Ознакомившись с КОНТЕКСТОМ, и установив, что "беттер бордерс" -- это не ужесточение пограничного контроля, как может показаться на первый взгляд, а НАОБОРОТ -- политика взаимной интеграции, большей открsтости и "границ с человеческим лицом" (выражение скалькированное из доклада и растиражированное русскоязычной прессой.) можно предложить вариант перевода.
