we don't say cooperate in situations like this (thought it is a very common russian mistake)

also you can leave commercial out of comemrcial proposal.
lingo2: i always thought quote was more commonly used with shares and stocks and the like and proposal when you are making an offer to someone.
in any case, i think you can use quote or proposal. it depends on how you view the idea. do you view it as an offer? then proposal.
do you view it as a commercial statement detailing a set of products and services to be purchased in a single transaction by one party from another for a defined price? then quote.

Просто по имеющемуся контексту можно предположить, что там всё же акцент на расценки идёт, поэтому и говорю quotation
