Помогите перевести пожалуйста

Проверка показала, что земельные участки распределяются муниципалитетами между своими организациями, большое количество претендентов просто не допускается.

Особо интересуют слова

1. Проверка показала - The inspection (has?) revealed ??
2. СВОИ организации
3. большое количество претендентов просто не допускается - a greate number of potential companies are denied access to the auction (Просто не? как выразить?)

Спасибо, но только один вопрос.
Мне нравится слово bidders, но есть сомнение насчет того подходит оно здесь или нет. bidders, наверное, уже те кто участвуют в торгах, а для претендентов, которых в итоге к торгам не допустили - это слово пойдет?

During the inspection it (in the course of inspection/inspection revealed) was revealed (was found) that land parcels are distributed by municipal authorities among municipal organizations and a great number of outside organizations is simply kept out.

By свои probably municipal organizations are meant.
