Не могу понять, что означают цифры в предложениях: 1 by 4; 3 by 100
Although election of auditors are passed in accordance with the majority of the voting rights of stockholders present, it shall be decide in the number of more than 1 by 4 of total number of issued stocks.

However, stockholders having the number of stocks exceeding 3 by 100 of total number of issued stocks having voting rights may not exercise them regarding stocks exceeding.
