По-моему, ничем. Есть еще и третий вариант Acquisition Cost. Это тоже синоним.

разница, как всегда, в деталях. имхо - нужно смотреть конкретное наполнение
acquisition - стоимость "при приобретении" (т.е. объект не был построен, и проч)
historical cost - возможно, исторический принцип.
