Подскажите плиз как правильно 59 % of works ARE completed или IS completed. Голова уже ничего не соображает.

Oбычная ошибка русскоговорящих.

B русском языке "процент" - существительное, и соответственно имеет форму множественного числа. Однако в английском (не разводя долгую говорильню) "per cent" - не является существительным (в отличии от percentage), и следовательно не подчиняется правилам граммматики для имен существительных. Всегда - per cent. Никогда - per cents.

Эрго: артикль относится к существительному (в вопросе Вопросителя - works, в примере denghu - к diet) и управляется формой оного.

Percent can take a singular or plural verb, depending on how the quantity being described is viewed. Very often what determines the form of the verb is the noun nearest to it. Thus one might say Eighty percent of the legislators are going to vote against the bill or Eighty percent of the legislature is set to vote the bill down. In the second sentence the group of legislators is considered as a body, not as individuals. When percent is used without a following prepositional phrase, either a singular or plural verb is acceptable.

Хотя я бы употребила глагол is и work в единственном числе.

None is singular when it means no one or no thing; it is plural when means no persons or no things. Each and every are usually singular in usage.
A singular verb is common in English with a double subject if it is felt to form a whole:
Checking and stamping the forms is the job of the customs authorities.

Да-да, конечно же - глагол... Оговорился, заботясь о том, как сказать по-русски и попонятней.
)))

Кстати, раз уж зашла об этом речь: постоянно встречается перевод русского "объем работ" (строительных, планирование и т.д.) как "volume of works", это что - тех. жаргон или обычная нечистоплотность? (Склонен полагать - второе, но на Форуме постоянно мелькают эти "works", никого особоенно не удивляя и не возмущая.)
