Слово Revealingly, предложенное в словаре не нравится гуглу. Скажите плиииз, можно прям так сказать:

Revealingly, the Moscow Goverment.. или усть другие варианты?

простите, но в предложенном Вами предложении получается, что policy сама по себе, а правительство само по себе. Может быть все-таки речь о том, что policy правительства на деле не применяется, и процесс (а не policy) определяется другими факторами?
Может быть лучше 'price formation' или что-то подобное вместо pricing policy

Может и об этом, только дело в том, что во фразе не сказано, что ценообразование под чью-то чужую диктовку. Поэтому policy - уже добавление. IMHO.
