Actually, you can say "on the first of the month," too. But I have nothing against adding in "day".

Но человек явно переводит какой-то формальный документ, поэтому лучше писать все "по всем правилам".

I would not argue against putting in "DAY". It sounds great. I wouldn't say, though, that it is any more "official" or "official-sounding" than the version without it.

In AmE, phrases like "the first of the month" and "the first of the year" have become widely used in contracts and employment agreements. I don't usually like to consult google about grammar rules, but if you type in "the first of the month following", you would get some links to employment agtreements, which use the expression. You would also get some links that have the word "DAY".

So, I think it is OK both to say and write it. Again, I absolutely agree with you; I just think that both expressions can be used in written or aral statements.

Now, as for BritE, it may be a totally different bowl of wax.
