Русский вариант:
Сущность проекта — технико-экономическое обоснование реконструкции существующего физически и морально изношенного печного оборудования комплекса ЭП-450, отработавшего более 20 лет, с заменой на новое модернизированное современное оборудование, позволяющее сделать печи пиролиза гибкими по сырью, т.е. способными перерабатывать как прямогонный бензин, так и тяжелые виды сырья: атмосферный гидроочищенный газойль и авиакеросин.

Мой вариант перевода:
Sense of the project – is technical and economical feasibility study of reconstruction project of present worn out and out dated furnace equipment of EP-450 complex which worked more then 20 years. The project suggests changing old equipment by new updated modern one, which allows pyrolysis furnace work with different types of raw materials, i.e. makes it possible to process straight-run gasoline as well as heavy charge such as atmospheric hydrotreated gas oil and aviation kerosene.

IMHO -
1.sufficient with just "feasibility study", no need for "technical and economical"
2.reconstruction of depreciated and out-dated furnace equipment...(no "complex" - false friend)....that has been in operation during 20 years
3.project proposal is the replacement of the existing .....with updated modern ......

Лучше просто Purpose of the Project

has been in operation for more than 20 years

replacing the (grammar!) old equipment with new up-to-date one, which will (grammar!) provide more flexibility for the pyrolysis furnases as regards the raw material (скорее всего, это тоже надо заменить, что-то типа input, raw material здесь не катит)...i.e. will (grammar!) make it...
