По-моему, "Budget offer" здесь имеет значение affordable, discounted, bargain и т. д. Может быть, "предложение по средствам, дешёвое" |

| If I am not mistaken, "budget offer" is the same as "budget quotation" - сметное предложение (Multitran - felog). |
| We call it "бюджетное предложение", which means that the pricing is approximate, and usually more work to be done (e.g. engineering) to arrive to exact numbers. That's why "бюджетное предложение" bear no obligation at the early stage. |
