Контекст:
"But now we think that the incentives are right to re-engage and get involved in energy efficiency.

С частным сектором я разобралась, а вот первую часть вообще хочу перефразировать: "мы правильно поступим, если снова займемся вопросом энергоэффективности. Во-первых,.."
ну или что-то вроде этого...
