Выражение встречается в следующем контексте:"representative of XXX-country referred to cases when double-soiled cars were used. It was organized in 12 towns and 250 prostitutes were involved in the traffic".

I am not sure the original text is correct, it was written in Sweden or Finland and refers to trafficking in people but I suspect it could be some kind of a cache or hiding place inside the car used to transport prostitutes
