Subject: I-БО №
Please, help to translate.

Phrase is used in the following sentence:

This is part of a number appearing at the very bottom of a Russian Birth Certificate (Свидетельство о рождении):
I-БО № ****91

On another Birth Certificate I have seen I-ЛО № *****97.

In both cases the first character appears to be a Latin Letter (I).

What does this mean?

Thanks in advance

it is roman numeral 1.

The question is what do "БО" and "ЛО" stand for, if anything? Are they abbreviations for words (such as "БИК," which when it occurs before a number means "Bank Identification Code" and should be translated as "BIC") or are they just part of the certificate number with no inherent meaning (such as the letters on a car's license plate)? The phrase in question is the "I-БО number", not the letter/Roman numeral "I" by itself. Sorry if that wasn't clear. Mea culpa.

forget about that. these are just stupid letters, no secret meaning at all. keep them as they are
