по логике к conditions, но они во множественном числе, а с technical and commercial documentation как-то не пляшет.
The delivery term stipulated in the offer will begin as from the date in which the ``seller´´ agrees that the “purchaser” has carried out what was stipulated in clause ``2´´ , and once the necessary technical and commercial documentation is received on time and respecting the stipulated conditions, which has to be delivered by the “purchaser”.

...в случае своевременного получения предоставляемой покупателем необходимой технической и коммерческая документации согласно оговоренным условиям. - имхо
