decklegs - это "ноги" (опоры и т.п.) вашей Internal Floating Deck, и эти "ноги" - фиксированные.

nego - это, возможно, опечатка: nogo device (устройство для проверки проходимости трубы) как в тексте по ссылке:

"Not less than 30 days after the installation and backfilling of PVC sewers, including any service connections, the Contractor shall, in the presence of the SDR, test deflection of the pipe with a mandrel (GO-NOGO device). The mandrel shall be hand-pulled. All pipe with deflections in excess of 5% of the base internal diameter, as determined by ASTM D 3034, ASTM F 679, or ASTM F 794, shall be excavated, rerounded, backfilled and retested after an additional period of at least 30 days.
