Context: пункт спецификации, характеристики клапанов:

All two-port valves shall be selected to have an authority between 0.45 and 0.7.
All three-port and four-port valves shall be selected to have an authority of not less than 0.45.

Вот, собственно, и весь пункт; что здесь вообще имеется в виду под authority?
