Да это можно перевести и без контекста. Вернее, не перевести, а дать "значение". Но exposure и assessment требуют окружения, в которое их можно было бы уложить аккуратненько, хотя и то, и другое имеет свое значение в контексте НДС. Но мне этого недостаточно. :-)
