Во-первых непонятно грамматическая свзяь этого куска с остальным предложением.

Во-вторых, что за "they are to be binding upon them"? Кто такие they - matters? К кому относится them (upon them) - к /Contractor's Company Name/? (Допускаю такое, т.к. в англ. текстах множественное they используется в отношении компаний).

Смысл, по-моему, такой, но надо причесать.

Мне кажется, общий смысл такой:
... уведомление о вышеуказанных вопросах должно быть подтверждено в письменном ывиде [название компании Подрядчика], если они (т.е. вопросы) являются обязательными для нее (обязательными для исполнения)
