На мой взгляд, здесь речь идет о меньшинствах, ...играющих определенную роль в обществе, социально-значимые группы. Точнее пока не получается. |

Visible minorities are persons who are not of the majority race in a given population. For example, in Canada, visible minorities are defined as "persons, other than Aboriginals who are non-Caucasian in race or non-white in colour." The term is primarily used in Canada and is a demographic category used by Statistics Canada in connection with that country's multiculturalism policies. It is also occasionally used in the United Kingdom, but not in other parts of the world. |

imho, etnicheskie i rassovye men'shinstva? visible minority is used in britain and australia too, not just in canada, to mean people other than white. but for some bizarro reason it hasn't taken root in pc-obsessed america. americans would use 'ethnic and racial minorities' here. some euphemisms just can't be translated, they have to be interpreted. |
