• Although there are joint “soft” activities intended, such as craftsmen study tours to LT and LV, joint information activities, it could be understood that most of them are to be implemented separately, e.g. workshops for craftsmen, seminars.

Гугль говорит, что могут быть и hard activities, напр. в отдыхе и туризме. Только смущает такая вещь, что к софт относится и camping, canoeing, bird watching, т.е. не совсем активный и пассивный отдых, а скорее активны и не так сильно активный

И в моем тексте софт активитис относится к обучению в рамках проекта (о развитии ремесленичества), нет связи с отдыхом.

A project may involve 'hard' activities - construction, building works or large-scale equipment procurement - often referred to as a capital project. Capital projects usually involve a substantial investment at the project start and may have a life-span of many years (e.g. 20 years or more). Examples: a new water treatment plant, a dam, a waste incinerator.
Or it may involve 'soft' activities - management, institutional development, training, etc. These projects often may involve continuing expenditure over a period of years, but do not give rise to a capital asset.

короче "хард" - с железяками и камушками имеет дело,
а "софт" с мягким материалом - людьми. :) чаще всего речь идет о персонале. но тут уж вам и контекст в руки.
по переводу - можно изобразить что-нибудь бюрократическое типа "мероприятия, направленные на развитие/подготовке/переподготовке персонала..." "программа по развитию..." - но здесь, возможно, вам что-нибудь более подходящее придет на ум.

кстати, все вышеуказанное найдено при помощи того же гугля. Только надо изобретательность проявлять, чтобы выцедить из тысяч примеров нужный. Напр. можно дать в поиске еще слово project"

Поднимаю тему. Помогите, пожалуйста, с переводом термина „soft“ activities в нижеследующем предложении.

Increased importance of green economy/green growth relevant issues in existing financing mechanisms (Neighbour Investment Facility, Cross Border Cooperation) and in „soft“ activities (TAIEX, Twinning).
