Судя по этим ссылкам

"Cow-side", "pen-side" or "on-site" test means any test approved by the United States Department of Agriculture for M. avium paratuberculosis that can be performed in the field by an accredited veterinarian.

The protocol therefore needs to set out the confirmatory procedures to determine the prescence of active disease in animals before slaughter can be authorised. These may include clinical signs for livestock species where these are clear and unambiguous (e.g. cattle) but for all other species these will rely upon confirmation by scientific test results, either at the penside/farm gate or laboratory as appropriate

и с учетом, что кроме самки лебедя pen еще может обозначать "загон для животных", "ферма", то это тест для экспресс диагностики для проведения на месте (в отличии от теста, проводимого в лаборатории)

Это именно тест для полевой диагностики. Лебеди тут ни при чем.
