lack - это может быть и полное отсутствие, но только того, что хотелось бы иметь. Нельзя сказать "lack of problems", "lack of accidents" и т.п.
Не знаю почему, но "lack of standards" в этом смысле (что у нас нет книжек) тоже не подходит (lack of quality standards пошло бы в смысле, что они не соблюдаются).
