По правилам американского правительства, если существительное пишется раздельно, то прилагательное от него - через дефис (пример: decision making и decision-making procedures).
Впрочем, pipeline они пишут слитно в обоих вариантах.

2. "американское правительство руководит"

А как же иначе? Все, кто пишет по его заказу или заданию или хотят, чтобы оно их читало, вынуждены придерживаться. А те, кто не хочет, тем оно деньги не будет платить - очень эффективный метод руководства.

3. Да, я примерно это имел в виду, но у US Government правила сложнее, чем мои две строки, а может и длиннее, чем в Вашем учебнике.
