К вечеру совсем туплю и не могу понять, что здесь означает professional sounding programming:

Это из контракта на показ программы по телевиденю.
Под окном здесь подразумевается перерыв на рекламу.

Приемлемое с профессиональной точки зрения … то самое, о чём там у Вас речь идёт. С таким «контекстом» не хочу гадать, что за programming имеет в виду автор оригинала.

речь на самом деле о развлекательной программе, производимой одной компанией, и показываемой в эфире другой компанией.

а более полный контекст вот такой:
The Customer may broadcast its own station announcements before or after the Programs. Station announcements may also be broadcast during the Programs, but such announcements may be made only during designated windows built into the Programs for this purpose. When these windows are used, the Customer must use the entire window and rejoin the Program at the precise time to ensure professional sounding programming.

6.2 Station announcements shall be limited to commercials and features of local interest and must be clearly distinguished from the XXX. There shall be no political advertising immediately before, during or after the Executor provided programming or any other form of advertising during the Executor provided programming unless there is a designated window.

что означает features of local interest?

точнее, как перевести эти features of local interest.

в общем-то, мне кажется, имеется ввиду, что эти объявления должны быть интересны только местному зрителю, и не иметь никакого отношния к компании ХХХ

только я в этом очень сильно не уверена...
