Прошу помочь с переводом словосочетания "Key VP" во фразе:

Key VP shall be submitted within 2 weeks after PO or LOI issued whichever comes first.

Судя по всему, PO - Purchase Order, LOI - Letter of Intent.

А что может означать в данном контексте "Key VP"? - Key Value Proposal (Proposition)?
