Простое предположение о том, что chartering companies - это всего лишь "регистрация компаний", отметается, на мой взгляд, сходу: ко временам британской Промышленной революции корпорации не были новинкой и не входили в круг упомянутых чуть раньше new commercial opportunities.

"...новая метла по-новому метет информацию" - что бы это значило? Текстовая часть в обоих проектах совпадает вплоть до запятых. (Оформление, правда, разное.) А главное, никаких зацепок не видно вообще.

О разрешении создавать компании: его давали, конечно же, не businesses and inventors, а власти, поскольку в 1717 году, как указано выше, создавать компании без Royal Charter было запрещено (и запрет, насколько я понял, продержался долго).

Но когда такие разрешения давались, businesses and inventors ими пользовались. Как и другими new commercial opportunities.

Можно, конечно, заявить, что businesses and inventors не сидели сложа руки, а старательно, так сказать, "готовили почву". Вполне может быть. Но прямого указания на это нет.
