'billing' is used here to refer to the position (high or low) on posters etc advertising films/theatre productions/conferences, of the various actors/speakers appearing in them. This is known as the 'billing order'. * The names of the more important (or famous) actors/speakers appear at or near the top of the billing order, often in large letters; whereas * The names of minor (or less-well-known) actors/speakers appear further down and in smaller letters. See this example of a poster for the film 'Rio Bravo':
On it, John Wayne/Dean Martin/Ricky Nelson get 'top billing', whereas Angie Dickinson etc appear further down because they're less well-known or play only minor roles. So in your example, 'Black was given high billing' means that, in the publicity material which was issued before the conference, Black was advertised as being one of the main speakers due to address the conference. |
