Does the author mean 'tracking device', or could he/she mean 'tracked device', ie with a track or tracks on it?

'tracking' usually means 'monitoring' -- from the verb 'to track (sth)' = to monitor (sth) to establish whereabouts it is.

Also 'facing upwardly' => 'facing upwards'.

в тексте встречается и track device 200, и tracking device 200. Наверное, опечатка. На чертежах видно, что это не отслеживающее устройство. перевела как гусеничное устройство.
