Yes, 'the ______ to end all ______s' [where the first ______ is a singular noun and the second ______ is its plural] is an idiomatic construction meaning 'the best (or sometimes, the worst) ______ there has ever been and will ever be'.

It's based on the phrase "the war to end all wars"), used to describe World War I, thought to be the most horrific war there had ever been and would ever be in future (until Hitler came along in 1939....).
