I'm not an expert, but....

* chute may refer to the vertical feed chute inside the power plant, down which waste (garbage) is dropped. For an illustration of this, see this clip: https://www.youtube.com/watch?v=lxfb33EC0Lw and watch the section from 0min50sec to 2min10sec.

* stack may refer to the emission(s) stack (tall chimney stack) of the power plant, through which the unwanted gases from the treated waste finally exit into the atmosphere:

If so, 'chute-to-stack' probably refers to these two processes + all of the processes which take place inbetween.
