to clock off (work) = (literally) 'отмечать время ухода с работы (на специальных часах)' -- from MT dictionary. Here it's being used more loosely/figuratively to mean simply 'to finish work (at the end of the working day)'.

Opposite: to clock on (to work).

the tide is turning on ...... =

a) '(attitudes towards/opinions on) ...... are changing' or

b) 'a critical turning-point has been reached'.

Examples of use:

* 'The tide is turning on gay rights' = social attitudes towards gay rights are changing.

* 'The Italian government says that, thanks to its efforts, next month the tide will start to turn on coronavirus' = progress will start to be made.
