"If we start from the current organization chart of the Organization, a first vision shows a structure that is too horizontal and oversized, if we consider the reduced workforce with that account at the moment the  Organization  (27 people ; 15 that belongs to established officials and 12 that belongs to temporary officials).

плюс к тому, есть ощущение, что что-то пропущено/не дописано в конце предложения

too horizontal - недостаточно вертикальных связей?

Вроде бы понятно, но очень безграмотно стилистически.
