The Secretary General informed that using 99.9% of the budget could not be possible without the possibility to use the general reserve fund for unforeseen circumstances avoiding to go to the Conference to review the budget, for example to organise a fourth meeting of the Subgroup  (3 are planned in 2020).  This draw would allow for a not too excessively conservative management of the budget

Генсеку с таким английским я бы тоже не доверял. Подозреваю в таком случае, что draw здесь "расклад". При таком раскладе/в таком случае. Или просто "это даст возможность/позволит".

Strictly speaking it should read: 'a not-too-excessively-conservative management of the budget' [with hyphens] where 'not-too-excessively-conservative' is a (rather long-winded) compound adjective.

Also, 'avoiding to go to ......' isn't English; it should be 'avoiding going to ......' or possibly 'to avoid going to ......'. So I'm not sure what exactly the author is trying to say here.

Finally, 'informed that' isn't good English. When using 'informed' in this way in English, you nearly always have to say who is being informed, for example:

* 'The Secretary General informed (the conference/those present/the media/everyone/his guests/etc) that ......'

Correction: I've checked and it appears that the construction

'(the Secretary General/the Chairman/the Treasurer/etc) informed that ......' [without stating who is being informed]

is sometimes used in the minutes [протоколы] of meetings, as jargon for 'informed (the Committee/the meeting/those present/etc)', although it's not normally used in other contexts. leka's quote seems to be from the minutes of a meeting held by some organisation, so it's probably OK here.
