i need help putting this into english. i just dont seem to be able to grasp the meaning right now.

this is what i have (almost nothing): A bill of exchange – составленное по установленной законом форме безусловное письменное долговое денежное обязательство, issued by one party (bill giver) to the another (payee of bill).

ИМХО, здесь у Вас речь о простом векселе (a bill of exchange is a written order, т.е. приказ заплатить, а тут - обязательство)

A promissory note is an unconditional written commitment/promise to pay in a pre-determined statutory format issued by one party (payer/maker) to another party (payee/holder) - не нравится мне, куда я поставила in a pre-determined statutory format, ну я думаю, разберетесь :-)

... is a legally binding document verifying the existence of a debt/document containing an unconditional promise to pay...
