имхо, интуитивно: up the date = bring forward the date = перенести дату публикации на более раннюю

It's slang. It could mean 'to put back' (in time) or 'to bring forward' – I'm not sure which.
'to up the price' = slang for 'to increase the price'.

I'd say it's 'bring forward'
like when you have a pile of books to read with the uppermost one to be read first, then the second from the top and so on, and you take a book from the middle of the pile and move it up, i.e. bringing forward the time when it will be read.
