Спасибо коллеге Brains за толкование из оксфордского словаря: peer group a group of people of the same age, status, interests, etc. То есть вот в рамках проекта Prevention of Abandonment of Children Born to HIV+ Mothers созданы группы взаимопомощи (или самопомощи лучше?):

This project will directly address the needs of at least 25 HIV affected children in each site through: establishing effective networks of agencies and specialists for the early identification of pregnant HIV+ women: establishing a comprehensive system of family support through social, medical and psychological patronage of mothers and families caring for children born to HIV+ mothers; and establishing a peer network to support and empower HIV+ women and their families.

Затем:
Training activities and the establishment of a peer network will undermine the STIGMA and discrimination that are manifest by service providers and society at large.

В результате тренингов и организации сети взаимопомощи ожидается уменьшить клеймение позором данной группы населения и ее дискриминацию со стороны органов медицинского обслуживания и общества в целом.
