The permitted step increase in the Guaranteed Plant Net Heat Rate shall be 1% (cumulative) of the original Guaranteed Plant Net Heat Rate after the lapse of every year and at the end of each period of five years the Guaranteed Plant Net Heat Rate shall decrease by 80% of the increase during the preceding five years.
