Запуталась я: they - относится к miners или к shadowy founders?

It's not clearly-written. It could be either. I would either:
* do some research to find out from other sources who exactly does the releasing (if you think it's worth spending the time); or
* translate it as just 'the currency is then released' -- to avoid stating who does the releasing.
