OR d) something follows 'the one', eg 'the one who ....', OR e) it's from the lyrics to a song (these often don't follow any rules of grammar), OR f) you're a Martian. However, the above examples are very rare. There may be other (rare) cases where 'we are all the one' is used, but I can't think of any. 99+% of the time it's just grammatically incorrect and meaningless, I'm afraid. Сорри....
