'spend' as a noun is just a (rather silly) jargon-type way of saying 'spending' or 'expenditure' which has crept into business English over the past 10-20 years.

So ....
* a business's 'fuel spend' just means its spending on fuel,
* 'spend data' = 'data on spending/expenditure',
* 'leisure spend' = 'spending on leisure',
and so on.
