Локус это не положение, а область, содержащая ген. Регуляторные последовательности, как правило, и находятся upstream от гена. Upstream and downstream в данном случае условность, т.к. гены принято изображать в направлении 5'->3' кодирующей цепи. Поэтому, ИМХО, лучше переводить не выше и ниже, а с 5'- (3'-) стороны от гена.
