This is with reference to our request for a line of credit with Export Import bank of India.
We have been informed that your bank has approved the line of Credit in principle in the form of a Buyer’s credit in the name of Ros Bank OJSC and we are very grateful for the same.
However, you will appreciate that this process at Exim Bank has taken several months to reach the present stage and during this period the economic policies at Russian have been compelled to undergo undergone drastic changes under the directions and advise of IMF.
Consequently, Financial Institutions and Banks inRussia have been restrained from lending to domestic borrowers in Foreign Currency and consequently any lending henceforth will have to be denominated in RUBLES and the borrowers can only service in RUBELS. You will appreciate therefore that we cannot borrow in foreign currency and we do not have mechanisms in place to hedge foreign currency fluctuations risk.
We, therefore see only one potential possibility that the Buyers Credit arrangement be extended through the Government of RUSSIA (Ministry of Agriculture through the Ministry of Finance) who will provide a Guarantee to Exim Bank against our Counter Guarantee.
The Ministry of Finance would extend the facility to us in RUBELS and our repayments to the the Government will be in RUBELS , while the loan agreement between Exim Bank and the Government of Russia will continue to remain denominated in Dollars.
If this mechanism is acceptable to you please advise your concurrence by way of an official letter and we will take up the matter with our Ministry of Finance.
